The Sarawak State Budget for 2020 involves a total Expenditure of RM 9.891 bil of which RM 6.597 bil (67%) is for Development Expenditure and RM 3,294 bil (33%) is for Operating Expenditure. This is indeed a healthy budget as prudent financial practice allows the State to allocate a large sum for Development Expenditure. This is in contrast to the Federal Budget where Operating Expenditure, including a huge sum for staff Emolument, makes up for 81.1% of the Total Expenditure and only a miniscule amount of 18.9% available for Development Expenditure.
The State is expected to raise a revenue of RM 10.06 bil to finance this expenditure, of which RM 4.63 bil. or 46% is from Tax Revenue and RM 5.188 bil. or 53% from Non Tax Revenue, with details as in the Table below:

The above includes two new source of revenue, ie. RM 2.87 bil from Petroleum Sales Tax and RM 600 mil. from Raw Water Royalty. The Petroleum Sales Tax is still disputed by PERONAS
